Studied at University College Dublin, graduating in 1981. Afterwards he spent a year studying and working in Rome before returning to Dublin to work with Scott Tallon Walker. Established McCullough Mulvin Architects with Valerie Mulvin in 1986. He has published three books om Irish architecture, including The Lost Tradition (1987) with Valerie Mulvin and Dublin: An Urban History (1989).
