Designed by Seymour Rice and Ronald Tallon (later of Scott Tallon Walker) while staff of the Office of Public Works. The main public office has an airy bright interior with a large area of glazing. The fa├žade is stark and unadorned except for the small projecting canopy over the tall windows that light the interior staff stairwell. The entrance projects from the glazing in a granite surround.
