Design #127 was commended and described as prsenting “a ‘square’ solution of excellent scale and proportions with an ingenious and not unsuccessful bridge link with the old Library. The section is attractive. The plan is defective from the librarian’s point of view in that it would require readers to ascent to upper floors to find reading area.” And finally the coup-de-grace, “the placing of the goods entrance is questionable.”
